The ‘Construction Logistics and Community Safety Standard – Australia’ (CLOCS-A) was developed for Australian use within the Construction and Logistics industry to bring a heightened level of awareness of community safety. CLOCS-A focusses on increasing a greater safety focus for principal construction companies, their fleets and the transport companies they use. The Vulnerable Road User (VRU) course looks at a range of vulnerable road users that includes:

  • Pedestrians
  • Cyclists
  • Motorcyclists
  • e-Scooter users
  • Pedestrians or aged people using walking aids
  • Traffic management crews and road construction workers

Large construction projects use Heavy Vehicle transport to bring in materials and remove material for the building of construction projects. They may have their own fleet, or they may use transport operators. If the Construction site is CLOCS-A accredited, the Construction company may require the transport companies to be certified to the CLOCS-A Transport Operator standard. This would apply if the Transport Operator is sub-contracted to a specific accredited site. The transport drivers therefore will be required to do the VRU short course. The VRU short course is a safety micro-credential, that focuses on the interaction of vulnerable road users with trucks and especially construction trucks entering or leaving construction sites.

The VRU course looks to create an awareness of, and an acknowledgement of, vulnerable road users and the need to be aware and conscious of those other road users not commonly visible by the driver from the cabin of a Heavy Vehicle.
